The Z28 is already designed, but GM may not produce it because another high performance car would not be image they want to promote under the current scrutiny of Congress and the public.
The Camaro may be one of the best cars GM will never build.

If you’re looking to get your hands on a new Chevrolet Camaro SS, it might end up costing less than you expected. The high-performance 2010 model will arrive at dealers with a sticker price of $30,995 — a figure that significantly undercuts the $39,320 Dodge Challenger SRT8. The car is also considerably more affordable than the Mustang GT500, but the Ford is admittedly more powerful and exclusive.
The top-level SS will be motivated by a 6.2L V8. When coupled with the six-speed automatic transmission, the SS will be good for 400 horsepower and 395 lb-ft of torque, while opting for the manual gearbox will net an additional 22 horsepower, for a grand total of 422 horsepower and 408 lb-ft of torque. The V8 powered car will return about 23 mpg on the highway.
Other SS goodies will include four-piston Brembo brakes, a sportier FE3 suspension and Competitive/Sport modes for the car’s StabiliTrak stability control system, including launch control for manual SS models.
Of note, GM claims the Camaro SS lapped Germany’s Nürburgring in 8 minutes 20 seconds. While not as blistering as the Corvette ZR1’s 7:26.4 second lap, it still puts the Camaro in some pretty decent company, such as the E46 BMW M3. However, the Camaro SS’ little brother — the 2008 Cobalt SS — made its way around the Nürburgring in just 8:22.
An RS appearance package will be available on the SS, and will include HID headlamps with an integrated halo ring feature, spoiler, specific tail lamps and 20-inch wheels.

Having driven the new SS Camaro (yes it's not out yet) and as the owner of a C5Z...I can honestly say my Z even stock would rip the doors right off the new SS. Don't get me wrong, I really liked the Camaro but no comparison to the Vette in my opinion.

Camaro: 3900lbs
C5: 3250lbs.
Camaro: 422hp
C5: 350hp
Camaro: 72hp and 700 lbs more = DEAD EVEN RACE.
Vette has the aerodynamics in it's favor at high speed. Maybe edge one out by a tenth but it would certainly be a driver's race.
If the auto is 400hp the C5 should win by a couple of tenths or a couple of car lengths.

I graduated from a Camaro to a Corvette nearly 20 years ago and have never looked back. I like the looks of the Camaro, the performance is as expected so, my thought is, it might make a great grocery getter for the wife.

Agreed. The days of the Camaro SS matching the Corvette closely in a drag race like the 4th gen F-bodies and the C5 are long over. The base C6 weighs approximately 700 lbs less than the new SS and packs more horsepower.

Like others have said, it's really difficult with today's standards to come out with a really light car - especially one that's trying to appeal to a large consumer base. I think too often people expect a new car to be able to fulfill all features and desires. It's not meant to be a true sports car. That's why I went with the C5 Z personally. I felt it really encompassed as much of the things I was looking for in a car, but it doesn't have everything. I just appreciate the fact that this is for all intents and purposes most likely GM's last go around for this type of car. It will have really good performance, and hopefully will sell well and help GM.
