Is Column Lockup a problem with '04s, or was it eliminated by then?

I can still hear the locking pin move when i take the key out but i can turn the steering wheel still. Does my car already have this installed?

No ... it sounds like your car has the GM column lock recall, which still allows the locking mechanism to move but not lock.

If the car had a CLB kit installed, you would not hear the locking mechanism move at all.

I believe that GMs recall campaign does not include some 04s ... so I'd say those particular VIN range would not need a CLB kit. There was info on this in anther CLB thread just recently.

My car had the recall done in June of 07. I've had the car a little over a month and a few weeks after I got my car I had the service column pop up and had to have it towed in. Turns out there were 4 or 5 broken wired in the column from wear and tear. I asked if I should get a CLB and they said no the recall fixed the problem so it won’t pop up ever again.

Is this true?

From the experience of the members here who got the GM recall, I'd say the answer is NO, it will not guarantee it to be fixed once and for all. The GM recall has is “quirks”, and that is why there are 3 or 4 versions/revisions of the recall.
