The hardtop or FRC accounted for 4,031 cars in 1999 or 12% of the production. As far as rare, not really but it was the first year of the FRC and they were offered in smaller numbers than the other styles. Of the FRC's produced in 1999, 1,227 of them were black (30%). This was the second most commonly prodced FRC color. Second only to Torch Red for that year. All commercially available cars had black interiors.

Not super common from when I was looking, but not super rare either. With the miles, its priced high, if it was a 20k mile car then that would be a decent price.

The FRC was developed as a "Bare bones C5"...it was the cheapest offering of the line in 1999... AS far as the description of the car including the two mods , the exhaust and the intake, and especially how these two things were garnished as something special... At 21K, the care is over priced by at least 2000 dollars, the car is not rare... and considering 9 years ago you could buy one for 31K... the price @21 k is very very wishful thinking by the owner.
The car may be nice but again is not rare, just an entry level C5.
