Back to the original topic: When I bought my 2001 coupe (QS/TR), I was orignally looking for a Mag Red/Oak 6-speed Z51 but could not find one. A person who lives near me has a Mag Red/Oak/Oak Vert. Every time I see it I drool

I know this from experience because I own a 99 and when I buy touchup paint, the label reads "Red Metallic Clear Coat"
As far as the original post, if I am understanding the question correctly, the difference between 99 red metallic and 2000-2004 Magnetic Red II is clearly the tone of the color. The 04 red is darker and closer to blue on the color spectrum and the 99 has a lighter color closer to yellow on the color spectrum with some bronze tones. Some may argue that there is no difference, but I can tell by looking at the back of the car. The 99 red is a closer match to the color of the tail lights than the 04 red. The 99 red is just about a perfect match in clear sun whereas the 04 red is much darker than the taillights. Just my humble opinion... hope I answered your question!

Only 513 Verts were built in that color
