12k is a reasonable price depending on the paint. Try and get some pictures hosted to catch peoples eye that may just browse and say wow that car looks nice, maybe I'll check it out. It will take awhile to sell, even at a fair asking price. It seems the only C4s on CF that sell in 2 days are priced beneath market value. So yes, I guess you could say the market is very slow.

I'd say you are about $3k too high for an 89, but you MAY be able to get someone to offer you $10k for it with the lower mileage. Have to remember, these cars are old news to many with the C6 well into production. For a point of reference, I sold my C4 1.5 years ago. 95, Black/Black, 6-spd, loaded, 38k, new tires and not even a chip on it. It went for $15,400 and took a month to sell it.
Also, it's not cars "below market value" that are selling. The cars that are selling are defining the market value.
