Default Catalytic converter Q

During a flywheel change I took the oppurtunity to change exhaust on my 90 I found to my big surprise that one of my cats were gutted. Car has barely passed emission inspection latest years. So I guess previous owner did this because I had no loose parts in exhaust and no rattle sound.
Question is what to do and how big a difference flow charactrristics is between cyl banks and the effect on engine operation.
I know backpressure tests been don on 93-95 exhaust showing almost no bottle neck over converter, but I donīt know about 90-92 model.
any advise guys...
