On some LT5's there is what looks like a sensor or cold start injector near the oil filter housing , one I have seen has a white/clear plastic line running to it from the back of the engine ...another one I have seen doesnt have it, I have never noticed the difference before...what is it and which motors have it and which ones dont?
its the item that is gold looking to the left of the alternator blade.

I see you have a crate motor! I don't think I've ever seen that little bugger before. I'll have to look at my 94 when I get a chance. You say the white wire goes to the rear of the plenum? Interesting. I'm not sure what that is. Is the motor a 93-95? Can you tell if it screws into the block or water pump?

its not a "white wire" it a vacuum tube....its about 3 feet long ande goes to the back of the motor.....it isnt connected back there just wrapped up.
It looks allot like the plastic tubing used for a mechanical oil pressure gauge. It might make sense if they test spun the engine to check oil pressure. Vacuum?? Not likely as there is no manifold vacuum there.

It's difficult to tell from the picture you posted, but it appears the oil filter housing is tapped for 1/8" NPT with a 1/8" compression fitting for a mechanical oil pressure gauge. I installed a tee below the gauge sender for my mechanical gauge.
If this is on your "spare" engine, I'm guessing it's not a new, crate engine, but probably a "used" engine that originated in the large group of engines sold by GM about 3 years ago. If that is the case, the tapping was probably done during testing by GM for dyno or mule testing in a ZR-1. This type of work was also performed on water pumps, cam covers and plenums. I'll venture a guess that IF the engine has a VIN number, the last digits will be 5800050 or lower, like maybe in the 20's. Look on the pass side at the rear of the block, typically stamped vertically.
Bottom line....doesn't occur on production engines for sale to the public.

OK then, another possibility. I didn't see the oil pressure gauge sender in your picture. DId you remove it for the photo? Or, is the fitting you are showing in the picture screwed into the tapped hole where the sender normally goes?
