The only way I new for sure was by removing the plenum to see how they felt by hand

. I removed them completely so I could sleep better at night and the car hits harder then ever!
When I removed them I pulled the shaft out that the secondaries bolt to and I was amazed by how rough and bound up the bearings that hold/pivot the secondaries felt compared to a brand new one that I had in my tool box! I'm sure that when the engine warms up they may move a little better........but if I left the secondaries in, I would have replaced the shaft/bearings with brand new ones to be 100% sure of the opening process.
