My bet is that the new guy just slaped the rotating assembly together without checking any of the clearences, assuming that they were fine because the the crank/rods were new.

140 miles and already at the track?
I would rather give an engine as much time as need to get acquainted with the new parts than have to go thru the rebuild process again.
Sounds like you need to find another shop or learn to do it yourself.
