Update: I re installed my stock replacement delphi pump and cranked up the pressure regulator 3/4 of the way and now i'm currently running ~12.5 PSI, and yes, I did get myself a smaller gauge (0-30 psi) so it's more accurate. Not sure why I couldn't knock down the 85 pump to specs but my pressure is where it should be so I'm satisfied. Thanks for the input everyone!

I used a LI1 spec pump that is more powerful than the 85 and had np problems with fuel pressure on my 84. You must have a restriction on the fuer return, but the 84 spec pump is too weak to build pressure.
