1985 Scrambled Dash
The dash on my C4 will occasionally become scrambled. I was able to get a video of it when it was especially bad.

I have an 85 I've owned since new. Other than a couple of instances in 2017, I've had no trouble with the cluster. I had one of those green **** battery cut off switches. The car was starting and driving just fine, but occasionally the cluster would freak out much more severely than yours does in the video. It was something to do with the battery switch and battery connections. I removed the switch, re-tightened the battery connections, and all has been well since.

Agreed. Its the ground probably from the main board connector to the LCD. If you push on the middle/lower left hand corner of the dahs and it clears up.. that would be them. Batee will service the cluster but if its in good shape, and your pretty solid and with soldering you can get a set of bulbs (since your in there) and the connector and replace it.

I agree as well. Mine was doing a bit of that and I took it apart, found the signs of overheating on the ground pin, and soldered a bypass wire on each side of the connector, and used insulated spade connectors to go around it. Also, I noticed in the video that your voltage display shows 17 volts. This points to a degraded power supply in the board. The power supply provides a constant exact 12 volts DC to the board. It compares the incoming voltage to that 12 volts and displays the difference plus 12 volts. Problem is, when the power supply provides only 7 volts, as this one looks like, it sees a 5 volt difference, adds it to 12, and shows 17 volts. So, get on the Batee website, order a new connector if you wish, new LED lights, and a new power supply. I hope you're good at soldering. If not, you can send the whole display to Batee. Anyway, the difference will amaze you! So much brighter and the dimmer part works as well.
