Depends heavily on the cam and also, the IAC can have a little play in things, as well as the minimum air rate that is dictated by the throttle opening.
That sounds just around normal. With a 214/224 cam, I was able to pull 16 in*hg. In really broad terms the more radical a cam is, the lower your vacuum will be.

Thanks for making me feel a little more confident. Is the vacuum lines for the Tb, EGR solenoid, to the charcoal canister around 4 in*Hg or the same as fuel pressure lines?

It depends on what line it is .......some are ported vacuum and some are regular vacuum ........ported vacuum is only at certain throttle openings ..... :seeya
