Default Rear shock washers?

I just got new Bilsteins for my 87. Going to replace all four Gabriel shocks after the rear popped of the bushing. My question, is there supposed to be a washer on the bottom of the rear hub where the absorber attaches to prevent the shock coming off completely?

Yes it shows up in my shop manual also, new shock absorbers are always a good idea.
