Default C4 Sway Bar End Link

Can the sway bar end links be replaced with the sway bar in place (also have to put in one bushing)? Any idea on the torque settings on the end link attachment to sway bar? Thanks in advance ...

If you need to replace a bushing anyway, you're going to have to remove the bar. I'm not sure if you're talking about the front or rear bar, but neither is very difficult to remove.
