Default No power at the "INST" posts in fuse panel.

I have no lights on the console. The ones that the dimming lever on the headlight switch controls. first thing I checked was the fuse. Fuse was good but I didnt get power on either post no matter where the headlight switch or dimmer lever was. I'm not sure how to test the switch for proper switching between pins but i did find two pins that the resistance changed when i moved the dimming lever so i assume that part is functioning. Also, i replaced the dimmer rheostat that is located under the dash on the left side of the steering column. Is the switch the last option? Can I test it?
