Default 1991 a/c issue

I have 91 that the ac is not working. It is charged(checked with pressure gauges), but the clutch will not engage. I checked the low and high switches they both show closed. There is no power at the clutch connector even if i provide a ground. The fuse is good and has power there. I understand there is a relay somewhere but have not been able to find it. Anyone know where it is located? If I provide power to the connector with a jumper the clutch engages. Anything other than the relay to check? Thanks in advance. Tim

Disconnect and reconnect the Battery.

A low px code gets thrown by the ECM and prevents the compressor from cycling. Disconnecting the battery clears the codes stored in the ECM and allows the A/C switch to cycle the compressor.
