94 OBD I. Or II?

94 OBD I. Or II?
I know that 94 is a transition year for the OBD stuff, but is it considered OBD 1 or 2? My connector is an OBD 2 connector and I connect my scanner using it ( and get data) but my scanner supports both OBD 1 & 2 so I don't know which one it's really using. So if I bought another scanner that supported gm PIDs, would an OBD 2 scanner work?

It uses the OBD2 connector but there is no gray area here. It is OBD1 system and OBD2 software will not communicate.

What's interesting is that I was paging through my fsm and on page 6E3-A-166 there's a two page description of OBD -II and how it's new for 94... Talks about obd II dtcs and how for 94 these codes will not set the MIL but in 96 they will... includes freeze frame data etc.... ??
