Is there anyone in Maryland that would be willing to charge my AC for a fair price ?

Have you checked your local craigslist ?

I found a local guy who is certified and does re-charge R12

Expand your search to nearby states a short drive might be worth it.

You're in Maryland ? call some ship's chandlers or ship repair yards; old sailors started squirreling this stuff away decades ago...I know, I just saw about a thousand pounds of it...can't / won't...say more.
