Default Power antenna

Mine is shot. Anyone know where to find a replacement?

Any Corvette parts vendor.

I found that they can be much cheaper at an auto electrical shop that sells AC Delco parts.

If it's just not going all the way down when you shut off the car, the nylon cable could be broken -- very common problem. This guy:

If the antenna does not retract all the way, a little WD-40 goes a long way.

Try that first. Might take a few times, but might start working again!

Unfortunately, you can hear the gears just not meshing when you turn the radio on and off. The place i took it to says they can get an OEM replacement for $260, but I'm not willing to pay that much.

You don't need a new antenna, you need a new mast. I just replaced one on my '89 C4. I used this supplier, these guys are cheap, and stock OEM antenna masts!
