Not 100% sure 93 and 95 are the same, but according to the FSM for my car, the fans come on at low speed at coolant temperature of 226F and high speed at 235F. Is the car overheating?

At what engine temp?
For earlier single fan cars but similar requirements for Pri fan operation

The 93 FSM states....." The ECM will turn the primary cooling fan "ON" when any of the following conditions exist at idle:
ECM Diagnostic Trouble Codes (DTCs) 14, 15, 52, or 62 are set.
ECT above 108C (226F).
Engine oil temperature above 109C (228F).
A/C high pressure signal from A/C pressure fan switch.
On my 93 anytime I turn on the A/C the secondary fan comes on as it should. Try starting your and tuning on the A/C and check if the secondary fan is turned on then.

I had a problem with the fan motor on my 95. I will attach the thread to my post. Why do they work when you jump the relays but not normal. I hope this will give some input to help with the issue if there is one.
