Default Small base circle camshaft

I was hoping someone could give me a good explanation for the use of small base circle camshafts.

I may be wrong but I believe a smaller base is used to get higher lift. The The larger the base is means the lobes must get progressively larger to achieve higher lift. At some point you run out room to get the cam into the block to achieve higher lifts if the base did not get smaller.

They can also be used on strokers to gain rod to cam clearence.
