Default A questionable for the reasonable.

Is it "reasonable" to expect that a flywheel, ordered to be neutrally balanced, would (in the real world) actually be shipped neutrally balanced and ready for installation?

Can you name a few companies that will balance and ship a neutrally balanced flywheel that is ready to install?

Seems like a fair question. Anyone have a reasonable answer?

Of course.
If your motor is internaly balanced, then you order a flywheel for it.
If your motor is externaly balanced they need to know. You need to know. It is very important.
What do you have?

383 forged Eagle 375 crank with forged 6.5" rods and Mahle forged flattops. 383 Kit is internally balanced. Is it reasonable to expect that I can order a "neutrally balanced" flywheel that is precise and ready to bolt on? Can you name quality companies that are capable of supplying such an animal?

All flywheels that are not externally balanced are supposed to be neutrally balanced. If you're cautious, have it checked to make sure the company did a good job. It never hurts to be sure. GM makes a good unit for the small block. It came in millions of cars.

I purchased a new flywheel, stage two clutch, sprung friction disk, new pressureplate and throwout bearing and paid money for teardown/ rebuild. New Flywheel vibrates like crazy. and clutch will not hold my power (could be because of the vibration) in the flywheel.
I ordered a neutral balanced flywheel. The guy that sold it to me new says that, yes, his supplier confirmed to him that that if he removed the weights it had it (the flywheel) is neutral. Now my guy is telling me that I should have had this balanced flywheel... rebalanced (on my nickle) before installation. My fault, he says! I may be wrong on this, but I'd really like to know the facts. A lot of cash has left my pocket on this thing.
My opinion is: that when I pay for a neutrally balanced flywheel; I should receive a balanced wheel, not one that I have to send out to re-balance. I am not calling anyone out. Looking for ideas, advice and opinion. Please check-in.

As soon as you deviate from stock reciprocating and rotating parts and stroke, you're pretty much on your own. sorry.

Even when I trusted the seller of a used flywheel that was supposed to be neutral balanced I still sent it out to be checked for useability and balance. It would up just needing the light surface rust removed, just like he said in his ad.

I can't understand why it's so hard to get a clutch & flywheel for these C-4s.. One size will not fit all .. A shot in the dark to buy one for sure... I have the best you can buy in my 96 still it was a pain...

Besides checking the flywheel for balance you may also want to have the pressure plate checked for balance.

You said "removed weights" from flywheel. That would be my first RED flag. Callies is very dependable. I cut corners and save money every where I can, but some areas are not worth it. For someone to modify a flywheel and assume it is correct is TOO big of a gamble for me.
Sorry about you problem. Times are tough and money is hard to come by.
One more possibility is that your engine is not internally balanced. Someplace, someone may not be honest with you.
My 565cid/700hp BBC with Callies crank was externally balanced. Found out when I rebuilt it. I would have swore it was not.
Only trust what you see for yourself.

When I was running a clutch, I would always have a new flywheel and clutch assembly checked and rebalanced. It cost a few bucks, but was money well spend as the op can tell us now.

Kinda. A very whimpy plate to mount the starter gear on and bolt the torque converter to. The torque converter works as a flywheel.

Was this added after the engine work was done?

I ask because anytime you deviate from the OE setup, especially cranks/rods/pistons, the rotating assembly should be balanced...WITH the crank damper and flywheel/clutch as an assembly.

If the flywheel was a replacement for the one that was used during the build, I would think that a decent engine machine shop should be able to make it the same as the old one.

Here is MY opinion; You oredered and recieved a TRUE neutral balanced flywheel...but you HAVE an "internally balanced" (note the quotes), one piece rear main seal crank...which even though it's called "internally balanced" it still requires a counterweight on the crank. Absence of this counterweight (as with true neutral balanced flywheel) will cause hellish vibrations!

Do you have a once piece rear main seal? If so, your flywheel supplier is not to blame. You'll need a flywheel for a Chevy V8 with a once piece rear main seal.
