FWIW, My 93 LT1 blows the fuse that powers the climate control unit when I have the AC compressor plugged in at the engine bay. The compressor was seized when I purchased the car and I eventually figured out that the seized clutch was the culprit. So, I just leave it unplugged so I can use the rest of the climate control for heat and fan.

Still need to know what fuse is opening. If if it's the a/c fuse, it has nothing to do with the Control Panel. That's on the Compressor circuit, always hot with the key in run. It's grounded by the Blower Module with an a/c request from the Panel. Blower Module Power is from a Fusible Link and always hot. If the a/c fuse is opening, it's usually a shorted clutch coil, so let us know what fuse is blowing. Control Panel fuses are Gages - Power; Courtesy Clock - Memory. They protect a bunch of other stuff too so you'd need to rule them out.

Tough one to diagnose because of everything else on this circuit - hopefully the a/c panel connector(s) were checked to rule out terrminal contact. Ignition Power is isolated in a separate connecter, but I think there is a 5 volt/in out to the Programmer on this Memory plug.
