Default what is the correct mixture of coolant and water?

I'm still having a cooling problem (with the A/C on) even after putting in a 3 row aluminum radiator. I noticed the installer didn't mix the anti-freeze with water, but filled the system with pure anti-freeze. Shouldn't there be a mixture of water with the coolant? And, while I'm at it, does the additives like " Wetter Water" or "40 Below" actually work?

pure anti freeze = bad. it lowers your ability to dissapate heat. if you don't plan on the car freezing in the winter outdoors, run 60/40 distilled water/coolant.
