need tuner in ohio have moates but dont understand

I need agood tuner in northern Ohio I thought I would try it myself but I do not understand the hardware and software if it's not a carb i'm lost. If all else fails I will have a miniram for sale I do still have a few holleys left. I have tried to mail order tunes and they run rich. So any help on a tuner in my area ?
