Help with removing coolant cap needed

Default Help with removing coolant cap needed

I purchased a new AC Delco coolant cap to replace the original cracked one on my 95 not long ago.
I tired to check the coolant today and I cannot remove it, car had not been driven, dead cold. I can twist it to the loose position, where it wiggles some, but it won't come up.
It is like the tabs are still gripping the neck. I tried with channel locks, but would not work either. I didn't want to use to much pressure and break the reservoir, so also don't want to pry on it. Very frustrating.
Ideas?

Try pressing down and turning to get it off.

Right. The first position (perhaps what you described as loose) is meant to vent any hot steam. Once there, you need to push down and twist left again to get to the "remove" position.

NO,,,, as I stated "I can twist it to the loose position" (that means I pushed it down and turned it), and I had to remove the old one to put on the new one, and I've had the car since 1996, so probably removed it before. That was the odd thing, usually the difficult part is pushing down and turning it to the loose position, where you can usually lift and remove.

Anyway...I tried with the channel locks again today, used more force, had to still wiggle it a lot and pull, finally came off.
No idea why it was stuck, didn't look like anything was wrong. It slipped back on and locked very easily.

The loose position doesn't mean the come off position. You needed to push down and turn some more
