1996, Heat only works when temperature is set to 90 degrees.
if I turn temp down to 85 or less, the air comes out at an ambient temperature.
Anyone run into this or have any ideas?

Check to see if the blend door is closing below 90*, if so it may be the programmer.

update: now it's working!
one thing I noticed, when it was not working the temperature selections where incrementing / decrementing by 5 degrees at a time (75, 80, 85, 90 etc).
now that it's working, they inc / dec by 1 degree at a time (75, 76, 77 ...).

I would love to hear about an actual solution to this! My car is freeze or burn. There is no in between. A/C works fine @ lowest temp setting. Will also blow cool ambient temp. air at that setting. Can only get heat if set to 90 degrees. If I try to shoot for a comfortable temp like 72, cold is the only option. There is no in between. Wish I knew what part to go after. I've done all the rudimentary tests. Zero trouble codes in A/C controller (elec.) and have observed blend door movement as normal. I literally keep my hand perched on the shifter to turn heat on and off every few minutes to be my own form of actual temp. control. Incredibly annoying. (Car is a 92 base w/ elec. climate control)

I'm going to try the blend door next. It appears that the blend door can cause it to only blow cold (no heat) or blow hot (no AC). I found this post that midway down mwm1993 shows how to visualize whether the door is moving before you replace it:
