Was this just maintenance or did you have an issue ? Did you do a power flush or siphon out and refill ? Simply replacing old fluid with new will not cause a problem unless you failed to follow a basic how to .

put return line in a bucket and kept filling reservoir as I turned wheels back and forth. 2 quarts through and it was clear

Changed the pump yesterday and flushed. No improvement at all. At startup, there is no steering as if the car was off. A good tug one way or the other and then it works.
Seemed before the change left turns would sometimes sort of resist in the middle. Now right turns do it.
System has never leaked.
Incresed engine RPM does help
Out of ideas

Have you checked the belt and tensioner ? This is a long shot but read TSB #90-376-3B and see if this applies to you .

When you turn steering to lock do you hear pump load engine? If you have a helper does fluid level drop for a moment when wheel is turned?
Flow valve could be stuck. Flow valve is behind large nut on pump that high pressure hose attaches to. The valve does uss a spring, make sure it's reinstalled. Brake or carb clean normally does the trick. Make sure bore in clean of debris.
Other impossibility is spool valve seals a leaking.internally. Spool valve is part of the pinion and in most cases steering gear is replaced or rebuilt.

Default Fluid

What brand of fluid are you using? I changed my fluid once on a Monte Carlo with some PS fluid from Sams. The power steering pump didn’t like it at all. I then bought Royal Purple fluid and it was a night and day difference. Kevin

Rack is probably shot. When through the same thing you describe and didn't believe it when a parts guy told me but decided I wanted a sport rack anyway. Had a devil of a time finding one but finally found one at Denny's Corvette in Florida. Fixed all my problems.

According to the book -101 Projects for your Corvette - there are really only two nuts and one bolt that hold the steering rack in place . But you have a lot of stuff to remove to get to the rack . They go on to say it's best to have a helper and timewise it's about a 6 hour job . From my experiences working on suspensions it's doable but knuckle busting .

Yes I did it myself and by myself. I only have partial use of my right arm and didn't think it was all that difficult.

2021 C4 of the Year - Modified Finalist

Default Rack

My 86 had morning sickness, and i changed the rack with a Z06 rack from Autozone.
guaranteed lifetime.
6 years ago, it went bad again.
had to pay for the replacement, got that money back when i returned the core,

so total, 15 years on the Autozone racks.
never leaked, just morning sickness

I think the seal on the rack piston is hard and toast. New rack needed. Good luck!
