Default Brake/Hazard short

I have a gremlin I'd like to track down this winter while my '90 is in storage. I often - regularly - blow the 20amp brake fuse for no obvious reason, so much so that I keep a set of fuses in the glove box. The issue seems to be in circuit 150 or 20 since both the brake lights and the HMSL go out along with the hazard circuit. Not sure where to begin looking for the short. Any help is appreciated. The attached images are from the service manual supplement, section 8A, pages 8A-110-0 and 110-1.

A short in circuit 140 or 20 would blow the fuse but not circuit 150.
I would start by inspecting the capacitors at the brake light switch and the all the bulb sockets.

Is the capacitor located under the dash near the brake switch?
