Default 1985 A/C-Heater blower question.

On my 1985 Corvette which I've recently purchased, the blower motor runs when the car is RUNNING and you can control the speeds normally but if you move the control panel to the off position you can still hear the blower running, probably on low speed.

When you get in and turn the key but don't start you can hear the blower run with the control panel set to off. The speeds function normally.

I ran a search and the only threads showing up are people with later models that the fan keeps running even with no keys in the ignition.
That IS NOT my problem.

Is this normal operation?
