Default 94 Ac doesn't turn on immediately

When I turn Ac on auto or manual, sometimes it comes on normally, many times there is a lag of a few minutes. When it comes on it blows cold. Any thoughts?

Not sure if your talking the blower motor, a/c compressor or both. My 93 has a little lag time but works well after that momentary pause and has always operated that way.

Does the switch respond, is there any delay in the response when pressing the switch to the light indicator?

Purge function built into most a/c's these days. Instead of blasting moisture laden air all around the interior, it's given a chance to de-humidify and dump a small amount of this air through the heater vents (or anywhere down low). That keeps the windshield and windows crystal clear; ie, they don't fog up like the did in the old days - say before the early to mid '80's. And Electronic Controls know the precise temp of the inside and outside air so they can be programmed to make pretty good guesses about how much humidity there is and how long the purge needs to go (don't ask me the parameters because I've never seen the specific numbers published for any car, but these things are outlined in very general terms in the Owner's and Shop Manuals)
