C4 owners. Look under your hood!
Look at the hood release pin area. The two areas where the release cables go to release the hood. They have a "bucket like" area under where the cable goes to the release mechanism. Guess what I found sitting in mine? WATER! There are no drain holes for the water to escape after it rains or the car gets washed. I saw a drain kit advertised on that auction site and wondered why it would even be needed. I never looked there for water. Never really thought about it. I siphoned about 6 ounces of water out of each position! Water was just pooled up there. I drilled a 1/4" hole in the bottom of each bucket right down through the centers where the hood pins latch in and some more water ran out. Design flaw? The holes I drilled are undetectible but will keep those parts from filling up with any more water. I can't imagine even finding a new replacement part if it did rot away unless I was to get one off of a parts car. I would be interested in hearing if any of you guys find this problem and never knew about it.

My '86 has a hole in the lowest corner of each bracket. About 1/8" diameter. Right under the bolt that holds the frame brace. Maybe the hole was not there on some years?

I had one that filled up also.
I read somewhere that there is supposed to be an opening/hole for it to drain, but that it gets blocked and then fills up.
I searched for it on mine, but couldn't find it. I wound up drilling a small drain hole too.

Burning Brakes
When I owned my 95 I did drill a 1/4 inch hole in both "buckets" BUT this was standard operating procedure as this problem was well know...as is the pooling of water in the area directly behind the doors on the rear window hatch.. drill ed small hole it that area also...
When I purchased my current C4 (a 88 35th ANC) in late 2010 I checked those buckets the first time I opened the hood ...5 minutes later both were drilled out..never got around to dong the rear hatch area (did not want to actually) BUT I do carry a 25 mm syringe in the car to remove the water that pools there after I wash the car...

Melting Slicks
I removed mine and found that the factory provided drain openings, but they were plugged up with crap, you really need to remove them to properly clean and lube.

Ok, guess I have to explain what I assumed the pictures would highlight.
First pic - that is looking at the firewall from the area of the LF wheelwell. The white flat area with the numbers stamped into it, is the bottom of the LH hood latch assembly. The drain hole is at the aft-most portion, where the rust stain is visible.
Second pic - that is looking at the drain hole from directly to the RH side of the RH hood latch assembly. The white thing at far left is a door hinge bolt.

Either it changes thru the years, or I'm looking in the wrong spot. My '92 does not seem to have that set-up. Under the driver's side hood latch there's the battery, with the ECM above it.
Om mine, I DID have a problem with crud blocking the drain holes under the mesh below the wiper arms. There are 4 rubber dongs which get crap and crud until they don't drain any more, but that seems to be a different issue from what this post is talking about.....

Thank you..Ifound it and the drains must be clear because there bone dry and its been raining all day.

my car sat for awhile and the water rotted out the drivers side brace, I think i may have to cut it out and weld a new piece in.
and then drill holes in the bottom so the water will drain
