When you get them, make sure you use the cheap flat metal bracket arms they provide to connect them to the car. I read the directions and could not believe they would make any difference. I bench tested without the brackets and they did not work. Attached and put in vise to hold them for the test and they really worked! And worked better on the car.

PS: also get the weatherproof plugin and as much of the wiring you need from the caddy and use it to test horns

horns
Its possible only one of the horns is working---- each horn produces a separate note so if one isnt working they sound wimpy--- with patience you can get a defective horn working again-- they aren't super loud anyway----replace with GM or Ford horns is one solution

C-4 Horn issues
If you push the horn button and you hear the relay click check if their's voltage coming to the wires of each horn, if yes,
take the horns out, remove the resistance screws and spray penetrating oil and give them a good shake so the penetrating oil cleans the inside, get the penetrating oil out, refit the screws then re fit them and test them.

This post solved the issue for me!
