My 94 key fob is nuts, reprogramed and replaced battery, works for a while but really only with PKE system then seems to go dead, i looked at manual seems to be 100s of possible reasons, is replacing the fob a good starting point?

More details please.
What do you mean "but really only with PKE system"?

"but really only with PKE system "

this statement makes me think you do not understand how the system works. The C4 factory fob only works as a PKE system. There is no push buttons to lock/unlock capability. Look at the fob; there is a button to open the hatch (if you have a coupe fob), there is a button with a picture of a door, this sometimes unlocks the passenger door, and also turns the system on and off. There are no buttons labeled LOCK and UNLOCK. (This is all spelled out in the owners manual).

Sounds like the fob works fine. Because of the way the system works, the fob is constantly transmitting whenever it is moving. Some people wear out the fob battery in a few months, for others they can last years.

Ok I get that part, it stops working the PKE all together after a few try's, when you hold the door button down for 2 seconds to turn off the PKE and then reverse to turn back on the system won't work, also takes a few attempts to reprogram the key fob, the 2 nd key fob won't program thanks

Both key fobs have to be programmed at the same time....not separately.
If you program them separately....only the last one programmed works.

Start the programming cycle with both fobs more than 20' from the car and then go get one at a time to program. Take the first away after programming and then bring the second to the car for programming. In this manner....they both will work for you.
