I own a 1995 that comes close to overheating in the summer as I live in

two things
1) radiator gets garbage sucked in and partial blockage from dirt and junk- take it out and just clean it.
If the radiator is ok
2) reprogram your computer to turn on the fans earlier- you can buy all the stuff to do it yourself and run it from a laptop. Also be sure to check that both fans work
lastly, if you are running the air conditioning, that runs one of the fans all the time- it will run cooler when the a/c is on.

C4 cooling
My LT4 now runs around 170-173 degrees, location is northern Colorado USA. I like near constant and lower engine temps.
To accomplish this I did the following:
1) reprogrammed the fans to come ON at 181F (Fahrenheit), and OFF at 170. This step was mentioned in an earlier post, and I agree.
2) I replaced the single core factory radiator with a DeWitts DUAL CORE radiator. There are other brands available. The DUAL CORE radiator dealers also recommend a high volume dual fan kit. I find no need for one here in Colorado. Dewitts claims their product to be a "direct fit", with no modifications required. I found this to be true.
3) I replaced the factory 180F thermostat with a Hypertech 160F thermostat (also available from DeWitts and others).
4) My temps remain around 170-173 at highway speeds without fans running. But in town with less air and higher RPMs, I finally added a manual fan switch that keeps 1 fan operating for city driving or as needed, this helps to stabilize temps around 175-180 for city driving or when operating the AC or during hot weather. The second fan turns on and off as required to maintain normal temps.
Finally, WATER WETTER is a coolant additive claiming to help coolant flow, and thus lower operating temps. I use it, but cannot say whether it helps or not. It cost only $10 for a Corvette coolant treatment.
This solution has the added benefit of keeping my oils temps operating within 15-25 degrees of my engine temps, a nice benefit.

Also, flush the block and use a 50% mix of anti-freeze and distilled water. A new pressure cap with the correct psi rating won't hurt either.
While the radiator surfaces (tubes and fins) need to be clean for proper heat transfer, the A/C condenser sits in front of the radiator. That has to be clean too in order for air to flow through it first. A/C is definitely needed in Kuwait so it would be a good idea to have a repair facility remove the condenser and clean it, then re-install.

For Kuwait that is normal. You will never run 180 F coolant temperature during Summer time in Kuwait.

My '95 ran 190 to 250 in the south Texas summer. the fans don't come on until 220 or something like that. I bought a kit from Ecklers that turns the fans on at 185. LT-1's run hotter than most cars.

Like PLRX said, your car is always going to run hotter because of your climate. But removing obstructions from the radiator and reprogramming the fans to come on earlier will help.
