I have had C3's, several c4's, 2 C5's and 1 C6. You have to appreciate them for what they are. I have come to not really like all of the computerization of the new cars. I like the more raw feel of the older cars, but don't want to go back as far as a carb. For me the C4's fit the bill.
I think all Vettes are beautiful, and one day hope to add a 90 ZR-1 to the stable

I had the choice, and I went with a C4. I like the exterior of all vettes. I dislike the interior of the C5. That pushed me towards an LT4 C4. The engine rivals the LS1 of most C5's and I get a styling that I prefer.
That said, I don't think I'd do anything to the exterior of a C4, or C5 other than keep it clean and waxed. Body kits do nothing for me. Wheels and tint would be about the only thing I'd consider on the outside.

Everyone on the C5 forum knows of the problems I've been having with my Z. If any of you C4 owners are interested, just go to my profile and look at my past posts over the last few months.
I have an opportunity to dump this Z with a gear head who owns his own shop and knows about EVERY one of its problems... an "NO" he is NOT the mechanic that worked on this car in the past.
He owns the C4.
We are just talking about this whole thing.
I personally love ALL Corvettes. I don't give a sh#t what year or model, they turn my head. I may prefer one over the other, but I still look at ALL of them... I even catch myself checking out cars that look similar to a Vette.
Now: I did NOT start this thread to bash on C4's. I may own one very soon.
The first thing we would do is slam the thing to the ground. I personally like the look of damn near any car that is 'slammed'
The second thing I would do is find some very cool wheels. Wheels that make this thing a 'head-turner'
I asked a legit question, it just so happens that the question can be answered by both C4 and C5 enthusiasts, and the whole C4 "drama" thing just happens to be the on-running joke that has been around ever since the inception of the C5.
So what? I don't care.
I just want the opinions of guess who? BOTH C4 AND C5 owners.
The mods did the logical thing. Sorry if it threw a little crap in the punch bowl.

To actually answer your questions:
1) I think that the C4 you are looking at is an early model check the round tail lights and what look to me like perhaps 16" wheels also the cool 7 speed thing is probably the old 4+3. It's a bit difficult to tell from the pics as they are so dark.
2) If I was "given" a C4 what I would do is spend about $12K on a nice stroked 383 LT1 and perhaps $3K on redoing the interior with some late model C4 sport seats in custom leather from Al Knoc and a complete new carpet set. Anything left over can be put into a newer sound system.
3) Good looking wheels are really so very subjective that none of us are going to agree on what the best looking wheels are however if you know how to use the search function there are many threads in the C4 section on good looking wheels. Some suggestions: Fiske Wheels are really nice but at $3500+ for a new set they are a little expensive. American Racing Torque Thrust II are considered by many to be really nice looking. I like the chrome A-mold wheels as you can see in the 2nd picture below.
4) When I bought my vette almost 6 years ago I could afford either a late model C4 or a C5. I drove a half dozen of each and decided that I liked the looks and the "road feel" of the late model C4 body style better than the C5. 80,000 miles later I feel the same way. I have many friends with C5s and C6s and have driven several of them but after being in them I ALWAYS enjoy getting back in my C4 with the late model sport seats which really are THE most comfortable seats in any vette the I've driven and listening to my hot-camed engine through the long tube headers
NOW to any of you haters out there if you think that you actually have something that looks better than this ......... why don't you put it up rather than bashing.
First pic was from last February running the stock wheels with winter tires.
Second pic was in the sunlight this past July running chrome wheels with the summer tires.
Note that the car you are looking at in these pics is a year round daily driver with 115,000 miles on it.

The car in the picture is an 84 or 85, there is no third brake light.
Fikse FM5's and Dymags are my favorite wheels on C4's, but they are very expensive.
ZR-1 wheels would be my next choice and replicas are very reasonable in price.
I like the fact that early C4's (round tail lights) are a pretty rare sight around here, as are C4's in general.
Make sure there isn't any damaged paint under the bra.
