I checked with Chevrolet for new ones and the parts guy said that they were discontinued.
They are still supposed to fix it as required by law. I'd call GM. There was some links somewhere that was a large PDF file for the recall. And specifically stated that the car is supposed to be repaired in X amount of days. I'd look for that document and print it off.

There are no end dates for "Safety" recalls. They last the life of the car and for whoever owns the car. I say it is GM's problem for not having any made up. I was lucky and got mine replaced a couple of years ago.
GM has to fix it. But it may be an uphill battle. The only thing is they don't have to match colors or the colors that came on your car.
Kinda sucks really as the C4 is the only car I have ever heard of where people have problems using their belt.
