Chris Sikora stopped by Speed Inc. (where I work) and was looking at my car and said "I know why your car is only getting 9lbs of boost, the stock Vortech bypass valve can't hold any more pressure than that".
This made me very happy
He had an extra vortech mondo bypass valve he let me try (thanks!) and after taking it apart and cleaning it up it worked perfectly.
I re-tuned the car on the dyno today, and with a peak of 12 lbs of boost, the car made

This was with 8gallons of 93, 3 gallons of 100, 25 degrees total timing, and 11-1 a/f ratio.
It's 357ci 9.2 to 1, AFR heads ported by Gregs auto specialties, and a 214/222 cam.
I also had to bump up my base fuel pressure to 58psi to make my 42.5's act like 49's. Stock fuel lines and 255lph intank and 255lph inline walbro pumps.

That is exactly what my 408 put out, but with a bit more torque. I have done a lot of additional work beyond what this guy has, but have never had the tuning perfect (factory ECM, Foemato chip). Maybe when I get the FAST system just perfect, I will truly get the 70-80 RWHP that I have heard should be available with my combo with perfect tuning.
Mighty impressive numbers. At least someone is getting there.
