NOT in all states. e.g. Alabama does not issues titles for my 1968 Vette because it is too old (no title for car build prior to 1972 I THINK, not sure though). When I went to the DMV they told me it is impossible to get a title.
Now, if the car is not older than 25 year and does not have a title then the best thing you can do is stay away from it.
