Default E Brake removal

How do you get the 2 piece L shaped braket that attaches to the cable out from the brake shield?

I'm not sure if you can get them out from the outside or if you have to remove them from inside after removing the rotor (I would guess the latter though).

I can tell you that I could not get mine out either way because the two pieces were rusted together. I had to drill out the pin and then I removed it.
