Default 1976 Federal with or without Cat

Just wanted to confirm if all federal 76s had a catalytic converter or if cats were only for California? I have a federal 76 without Air pump.

The emissions stickers says EGR but does not say CAT

Every new car sold in the US since 1975, has had a catalytic converter. So yes, your 76 Corvette should have a cat, it left the factory with one.

Yes starting in 75 the vette had a cat.. This also makrs the 74 the last year you can legally install side pipes. Not that this federal law is enforced that I've seen.
