Default does this mean I have a vacuum leak?

I can put my hands completely over the primaries and secondaries and stop 90% of the air flow to the carb and it still runs the same. What's this mean?

How long has the engine been running since rebuild and did you do a vac test after tuning after the rebuild? If so is it diff now? Any drivablity problems? Might just be running lean and by 'hand choking' it your are richening it up.

No i did'nt do a vac test, I bought it built.
yes, driveability problems, It runs great up until the linkage starts to open the lower secondary plates, then it bogs and chugs and I'm not so sure the upper secondary plates are opening (the bottom are mechanical and the top are counterweighted and vacuum pulls them open)...does this mean anything to ya? I'm about ready to scrap this damn carb and It's almost new.

No nothing about Edelbrock carbs but it sounds like your sec aren't adj right. But you probably guessed that. :) So you have two throttle plates on the sec side? That sounds odd to me but like I said I know nothing about Edel. Bad think about vac sec is you can't see them function unless teh car is under load which impossible since your drivinng it a that point. IF you have springs to adj your vac sec opening rate you might tray the lightest spring and work your way up. Holleys use springs, not sure about edel. Sorry I could not geve you more detailed info.

actually there are no springs, there is a counterweight that holds em closed, but then when the lowers are opened mechanically...it creates a vacuum from sucking the air which in turn is meant to overcome the counterweight an pull the top plates open.

Start the car and let it idle. Then spray some "Starter fluid" around the base of the carb and intake. If the idle suddenly rises, then you have a vac problem. This little trick is very usefull to check vac relays and such..
