My horn is now fixed! Here is what happened.
It's a good day. My '75 now has a loud working horn. Thanks to Jim Shea's literature, Wilcox, and all past threads.
The wrinkle: I was following the diagnostic tests step by step.
1. Direct 12v to horn, beep, beep.
2. Jumper from spring contact to steering column (after new relay), beep, beep.
3. Then.......nothing, despite 12v and continuity to all the right places. (after new relay put in.)
4. Wondering what the....? I decided to bench test the horn with direct 12v again.......Nothing.
After those test beeps in steps 1 and 2, the horn gave up the ghost, this is what confused me.
So, in a nutshell: needed:
1. new contact spring
2. new relay
3. new horn.
Don't give up!

My car is not original, so I just bought an aftermarket loud dual horn at the local auto store (23 bucks). I am keeping the original Delco Remy horn, though in case I feel like rebuilding it later.

I had an interesting one where my horn would blow the fuse every time I honked it. Bubba the PROFESSIONAL mechanic effed it up many years ago.
They gutted some portion of the horn system in the steering column AND removed the relay. So when I got everything back together I'd hit the horn and it'd sound for a split-second and then I'd lose the horn and taillights. So I ended up tracing the system. Turned out one horn was dead. If I unplugged that one, I could sound the other all day long. If I unplugged the first one, I could hear the relay click but no noise. Both plugged in, as above, kills the fuse.
Had them rebuilt and I can express my inner peace to everyone now.
