Default 1981 Headlights Don't Work on Low Beam

Hello. I have been doing a budget restoration on a 1981 Corvette for a couple of years. I recently discovered the headlights don't work on low beam. All of headlights come on when switched to high beam. Nothing comes on when switched to low beams. The dimmer switch and light switch are new. The green wire coming out of the dimmer switch has power when switched to high beams. The brown wire coming out of the dimmer switch has power when switched to low beams. All 3 wires coming off the starter have power so it is not the fusable connections. Could I have a ground problem? Any advice would be greatly appreciated! Thanks.

Default So far so good...

Now check for 12 volts at the plug in connectors at the headlight bulbs, low beams have two filaments so make sure the bulbs are good to.
