Tilt and Telescopic Column Rebuild Video
I wasn't sure if you guys have already seen this series of videos on youtube. (there are three videos and the fourth is missing)
The guy isnt a mechanic but has rebuilt several chevy columns and looks 80% competent. I have rebuilt a C3 T/T column and it is very similar to this.
PS-the special tool mentioned doesnt need to be bought- you can use a bolt and socket arrangement instead.

I just used a smaller pan head screw to put down the hole. When I screwed my lock plate tool down it put pressure on the screw which put pressure on the shaft which is down the hole which locks the column in place.

Otherwise, go out and purchase a 5/16 - 18 UNC set screw or a #20 Allen screw. Install the screw so that it locks and upper steering shaft and prevents it from telescoping while you use the special tool to compress the steering column locking plate. Just remember to remove the screw when you are done or your telescope feature will be permanently locked.
