Default Rally Wheel Caps

I have the original rally wheel center caps on my 73. I need to remove the scratches from the bottom "saucer" part of the caps. While the top part of the caps are obviously chrome, I am unsure whether the suacer part is chrome or polished stainless. When rubbed with stainless polish the rag turns black making me think that they are stainless, but I'd like to be sure. Anybody have a good method to remove fine scratches from stainless?

The original derby caps, like the trim rings are chrome over stainless. I have polished these things till the chrome is gone on test (old) parts. You can do a good job with a white rouge and cloth powered wheel, but if there are scratches in the chrome you will not eleminate them completely.

I will look at getting the bottom part of the caps rechromed. The top "derby" parts still have excellent chrome.
