You need to test the sockets. Run a dedicated ground and 12V wire from the battery fro testing. Use a multi meter, and test each contact. One for taillights, one for brake / signal, and ground.
Verify each does or doesn't work. I had to replace two of my sockets before they worked properly.

keep in mind that the tail lights work like normal, but it's the right that won't blink with the turn signal( just brightens like the brake is being pushed.) and will not work when the brake is applied(goes off totally).

too late now, besides it would have cost even more money to buy the things needed to test the socket as it is to go ahead and try this. As you know, I am not a mechanic, worst comes to worst, it'll go to a friend of mines shop

Help!!!
***UPDATE***
Alright, we replaced the socket, and the problem is not solved. Now, tail lights stay on like before, the only difference is that the right one does not go off when brake is applied like before. It remains on, but does not get brighter. The blinker also does not blink, all of the right side lights do not blink. Can it be a light is going dead somewhere else in the car? Are there separate fuses for brake and turn signal? Or does it all fall under tail lights? Also, where do the wires run from the fuse box to the tail, is it all under the center console? What else, any suggestions?

Here is the easiest way to fix it without any test equipment.
First go out and get this electronic flasher. It will work the flashers on all the bulbs that are good and working correctly even if there is a problem with other bulbs or sockets. The regular flasher will not do this.
http://www.partsamerica.com/ProductD...pe=121&PTSet=A
First try the Hazards and see if they all work. That will tell you what bulbs/sockets/feed wires may be bad.
Turn on the left or right signal, the good ones will flash, the problems lites won't. Try a new bulb in the problem lites. If they still don't work, then redo the ground connection. The rear one is above the drivers muffler on the bottom corner of the frame, and the front one is on the front of the core support drivers side. The front one usually is worse.
On the rear, if the brake lites and the tail lites both work, then the ground is good.
If none of that gets you going, then on the lower steering column, the is a long flat connecter that probably has some poor connections. Clean these connections and retry.
Without at least a test lite that is about as far as you can go.

Alright, the flashers work on the right side and the left side (remember, everything on the left side is fine) , EXCEPT for the right tail light. The front and side lamps all flash. What does this mean? Is the ground to the right tail light bad? When the brake is applied, the right side gets no brighter than the regular tail light. Are we getting close to the answer?

The rear sockets all share a common ground, so if you have a ground problem it'll be isolated around that socket, assuming the other sockets all function as they should in every way.

Someone pointed out that it is the second of the two filaments that are not lighting up in the bulb to make the light brighter. Since it is a new bulb and a new socket, does one of the three wires running into the socket only control that second filament? I assume one is a ground. What do you think? could one of the wires be bad that runs to the new wire of the new socket?

The wiring to the tail sockets should be easy. Brown for taillights, green / yellow for signal and brake, and black for ground.
The low light filament is the taillights which is brown. The green / yellow are the signal and brake wires which control the high filament.

some bulbs are 3 prong and some are 2 prong.....
you might be getting an electrical twitch if you are using the wrong bulb for the wrong socket.....
