Default 79 Steering Column Question

I was cleaning up my steering column and was very careful that the shift levers did not come loose from their locations, however, I found a part setting next to the column and now I wonder if it belongs inside somewhere and had fallen out. Attached is a pic of the part. Looks like a shift of some type. Anyone know if this is a part that belongs to the column? It could be something that crawled in from the garage and isn't even related to the column (I hope).

Thanks,
Jokerman2k

That pin drops into the top end of the steering shaft, then the star shaped bolt screws down onto it to lock the tele function.

The pin goes in the upper shaft and just like Bill said, the star bolt pushes it and then it in turn pushes the key-way the locks the column in place.
