Default 1-2 shift lower then 2-3 shift

At WOT my 1-2 shift is lower then my 2-3 shift (TH350 in 1981 C3).
My 1-2 shift is way to low (approx 3200 RPM).

Cable is fine, Modulator seems to be fine, since 2-3 shift is OK, I don't think Governor needs changing.

Any ideas ? Do you think it is shift valve springs ?
If so, where can I get a spring for 1-2 shift (and how to change) ?
Do I have to buy a whole shift kit ?

When you say cable is fine, does that mean you adjusted it?

Yes. But if I didnt do it correctly, wouldnt the 2-3 shift be the same as the 1-2 shift anyways ?

If you are doubting whether you did it correctly perhaps you should revisit that adjustment before making assumptions about other problems. How did you adjust it?

I will try to be clearer, the cable is adjusted correctly.

I am asking what could make the 2-3 shift at WOT correct but the 1-2 shift at WOT to early.

My last statement was only to indicate that if the cable was not correct, it would still have the same effect on both gear shifts (if you know otherwise, let me know).

Can anyone address what would cause a difference in the 1-2 shift vs the 2-3 shift ?

Automatic transmissions, in general, seem to be more trouble than their worth.
