Default 71 A/C & Fan switch issues

The fan or A/C wasn't working. Found blown fuse in fuse block. replaced fuse and the A/C compressor came on and off a couple times then quit. I noticed the fan wouldn't run when switched to high but will one level lower. Any Ideas?

There is another fuse for high speed. It is on the left side above the wheel well. Tucked in with the wires and hoses that go in that area.

OK, In-line fuse was blown, replaced it, fan works at all speeds, A/C compressor still does not come on. Felt the blower relay and it was really hot. Took it apart and it does look burned. Ordered one that will be here in the am. My guess is the relay is heating up and blowing the fuses???

Don't have a clue about the A/C compressor (shop may have blown my charge).

These issues appeared when I got the car back from having the engine rebuilt. What could the shop that pulled and put the engine back in have screwed up??
